MEWA's main goal in establishing this open data platform is to create a single central point for making open data available for the beneficiaries of its Portal. This will be achieved in the light of a strategy and policy that govern access and use of data, with the aim of spreading knowledge, promoting transparency, encouraging e-participation, and supporting decision-making based on user's interaction with the data.
The first principle (the default is data availability)
This principle ensures the availability of public authority data to everyone through disclosure, enabling access, or use, unless its nature requires non-disclosure or protection of its privacy or confidentiality.
The second principle (open format and machine readability)
The data is made available and provided in a machine-readable format that allows for automated processing – so that it is saved in commonly used file formats such as XML, JSON, XLS, or CSV.
The third principle (data freshness)
The latest version of the open datasets (Data Sets) is regularly published and made available to everyone as soon as it is available. The aggregated data is published by public authorities as soon as possible once it is collected, whenever feasible, with priority given to data whose usefulness diminishes over time.
The fourth principle (inclusivity)
Open datasets should be comprehensive and include as much detail as possible, reflecting the recorded data without conflicting with personal data protection policies. Metadata that clarifies and explains the primary data should also be included, along with explanations or equations that illustrate how the data is extracted or calculated.
The fifth principle (non-discrimination)
Data sets should be made available to everyone without discrimination and without the need for registration – anyone should be able to access the published open data at any time without the need for identity verification or providing a justification for access.
The sixth principle (without monetary compensation)
Open data must be made available to everyone for free.
Principle Seven (Open Data Licensing in the Kingdom)
Open data is subject to a license that defines the legal basis for the use of open data, as well as the conditions, obligations, and restrictions imposed on the user. The use of open data indicates acceptance of the licensing terms.
The eighth principle (Developing a governance model and engaging everyone)
Open data has enabled access and sharing for everyone, enhancing the transparency and accountability of public entities and supporting the decision-making process and service delivery.
Principle Nine (Comprehensive Development and Innovation)
It is supposed that entities should play an active role in promoting the reuse of open data and providing the necessary supporting resources and expertise. Entities must work in coordination with stakeholders to empower the next generation of innovators in the field of open data and engage individuals, institutions, and everyone in general in unleashing the potential of open data.
All visitors to the electronic portal of the Public Authority for Food Security have the right to view, use, and reuse all files and data available on the open data page. Additionally, one can search for the open data using the search criteria available in the (Open Data Library), such as (sector) or by entering the desired search address.
And these data can be utilized as follows.
- Scientific research
- New businesses and projects
- Decision support
- Innovation through the development of applications and software
